In the autumn of 2012, hundreds of families from the highlands of Adjara moved to Batumi after the Georgian Dream coalition won the parliamentary elections. They settled on the outskirts of the city, on the territory of a former Russian military base, building makeshift huts out of cardboard. Among the settlers were large families, war veterans, people with disabilities, and other vulnerable groups. Politicians from Georgian Dream had promised to help environmental migrants who had lost their homes due to landslides and to fight poverty. After the party came to power, the migrants began constructing temporary shelters en masse, hoping to draw attention to their problems. This area, known as " The City of Dreams," officially became home to 1,500 families, though unofficial estimates suggest the actual number could be significantly higher.
